Preheat oven at 180°C
Gently fry the beef in a large pan until the beef has turned a light brown. Add the onions, flour and diced carrots and cook for 2-3 minutes.
Add the beef stock into the saucepan and stir.
Transfer ingredients into a casserole dish and cook in the oven for 2 hours.
Boil potatoes until tender and mash.
